    CERT Resource Materials

    Important Note:

The 2019 CERT curriculum was released by FEMA in January 2020, replacing the 2011 curriculum. G-317, is the classroom version of CERT and can be accessed through the G-317 link below. IS-317, is the online 2014 curriculum version of CERT and hasn't been updated by FEMA yet.

    • IS-317 is the online CERT curriculum and can be completed by anyone interested in CERT. This course is recommended for those who want to review the curriculum prior to enrolling in a G-317 class or have completed the G-317 but wish to refresh their knowledge. It takes approximately six hours to complete this online course.
    • G-317 is presented in a classroom environment and is only offered by a local government agency such as an emergency management agency, fire or police department. As required by FEMA, to become a CERT volunteer, one must complete the G-317 curriculum in its entirety.

    HAM Radio

Amateur radio also known as "HAM" radio has consistently proven to be the only reliable means of communication during major disasters. Follow this link to view, print or download documents related to HAM Radios and Equipment that the DMFMCC owns and operates. Consider downloading pertinent documents like user manuals and call signs to your Smartphone so you have it handy.

The CERT Emergency Communications is a system of coordinating people and transmitting information to first responders during an emergency. Having some basic familiarity with communications modes and techniques and an overview of how CERTs fit into the communications plan will go a long way towards ensuring that CERTs remain a part of the solution, rather than complicating the problem.

Ham Radio is part of the Communications / IT group. Our Strategic Plan is available.

    Incident Command System
    • The Incident Command System (ICS) is designed to manage any incident, large or small, and grow or condense with the incident. The size and complexity of incidents are classified as Type 1 through Type 5 and the ICS Organization changes to where an individual may be responsible for a single role in a large and complex incident, but responsible for several roles in a small and simple incident.
    • The Incident Action Plan (IAP) formally documents incident goals, operational period objectives, and the response strategy defined by the incident commander. Standard FEMA ICS Forms used to develop an IAP. During the initial stages of incident management, planners must develop a simple plan that can be communicated through concise verbal briefings. The Planning “P” is a guide to the process and steps involved in planning for an incident.
